ICANN hasn't created any duplicates - the only people that will see
something that could be classed as a duplicate are those that choose to
resolve more than one root....

this is what the world looks like from the perspective of the dot...

ICANN:

www.tucows.biz.icann

Pacroot

www.tucows.biz.pacroot (assuming that we had a .tucows.biz.pacroot)

No duplication because the trailing "."'s (exemplified by the terms "ICANN"
and "Pacroot" above) are unique in each case.

Now if someone was silly enough to drop another .com. into the .icann root,
then that would be a duplication.

The easy answer is pick a root, resolve from it - don't try to redefine
gravity by resolving multiples - it won't over the long-term work as has
been proven by the various iterations of .biz.*
