Yes, but in the case of domain registration, once the domain
is registered the service has been provided.  Your example
earlier of renewing with Network Solutions then transferring
and losing a year is a valid example where the service is
not being provided (by the way, NetSol gets *their* money
back in that case!)

This is not strictly true.  If I prepay a year for hosting, and the company
does not provide the service, I chargeback.  That's a very legimiate use of
a chargeback.
