I'd prefer OpenSRS released domains directly to the public.  I'm sick of
unavailable 'expired' domains.

But I'm a realist - other registrars will do this, and I'd support
competitive advantages to pick up dropped domains.

I'd support advance notification of dropping domains and/or automation to
register domains once they're back in public domain.  For example, give the
whole channel access to:
   - OpenSRS-will-be-dropping-soon lists
   - automated 'register-this-domain-as-soon-as-it's-publically-available'

OpenSRS would release dropped domains to the public, but OpenSRS resellers
would have tools to help 'catch' them. The automated registration is of
interest for domains released from other registrars (that is if other
registrars ever release any of those 'expired' domains.....grrrrr)
