These are the names that I'm concerned about (i.e. modern names, i.e. 100% of the OpenSRS names, since they are under the modern system, and 99.999% of the NSI names, i.e. excluding a handful of legacy names. I think the ultimate solution that would be fairest (and also be SEEN to be fairest) is if ALL OpenSRS names that expire go into the 2 pm batch cycle. Otherwise, there'd be no way to know whether certain names were being sent to preferred individuals, either directly via a transfer or indirectly via an "arranged time" deletion and re-registration.
