What is the issue here?  Some sort of "enhanced" registrar service is the
only way to reliably get premium drops these days, true.  But those ARE
readily available to ANY registrant, and the important thing to remember is
that the prospective registrants have a CHOICE of which ones/how many to use.

The current proposal leaves No Choice whatsoever.

Me, I will always prefer to have a choice.
