No, it's not.  The current system places uncertainty on that.

For example, Snapnames only accepts one backorder for a domain name.
Namewinner only tries to get the name on behalf of the highest bidder.

But both lose names every day, despite using more than one registrar
connection, to regular people, including some on this very list who
can choose to speak for themselves or not.

The uncertainty in the current system makes it much more possible for
the every day user to get one of these names than it would under any
system I've seen proposed so far.
