I'll add a fifth proposal...I liked yours though George

Since we are auction/raffling/ (or whatever you wish to call it) chances
at a possibly non-existent product - the name may never be abandoned
by the original registrant - Let's just do this once and get it all over
with.

Let's hold an auction for every name currently registered (already
proposed)
and instead of waiting for possibly a year to see if the name is
actually not
renewed (and therefore MAY become available if the current registrar
lets it)
we will take the proceeds from the auction of each name bid on and use a
portion of it... say 20%, to make an offer to the current registrant to
purchase the name on behalf of the high bidder. If we get it great!
Otherwise
we'll just have to pocket ALL of the money. If we are unable to contact
the current registrant, it will be treated as though we _had_ been able
to
and been told NO.

In either case, all monies tendered from the auction high-bidders are
non-refundable. Of course, if the current registrant does accept our
offer,
we will of course require an additional payment from the high bidder to
actually transfer the name for them from the current registrant. Such
additional payment will be the greater of 20% of the original bid price
+
$6.00, our actual cost in performing the transfer + 50%, or $20.00

This proposal makes at least as much sense as any I have seen
so far, and I like this one a lot more. At least it states in terms that
most can understand exactly what is being proposed by most of the
other entities, with the advantage that the current high bidder doesn't
have to wait until sometime after the name actually expires (if it ever
does)
to find out if he/she is to be successful in getting it.

While folks are making "Proposals", I'll add a fourth proposal. I'll
call it the "Let's make George Kirikos a Multi-Millionaire" proposal.
With the consent of ICANN, I propose that all expiring names be
auctioned off by George Kirikos, with said proceeds going to the George
Kirikos Retirement Fund. While not a registrar or a registry, he is a
registrant! (the third "r") While he did nothing to create the value of
names such as Cheerleaders.com or Infertility.com, neither did the
registrars or registry, so all three have equal claims.

So, there you have it, folks. Four proposals on the table:

1) Verisign WLS proposal
2) Afternic "auction" proposal in a registrars cartel.
3) Status Quo proposal
4) Let's make George Kirikos a Multi-millionaire proposal.

Please choose #4! Pretty please! Pretty please with sugar on top! As

in tiny bikinis, errr, I mean bringing the gospel of the internet to
certain blondes who don't know how to use computers, I will think of
