This is actually an OWNERSHIP transfer (e.g., changing the registrant on the name) rather than a REGISTRAR transfer. (Hence Bill's comment that it existed long before ICANN even existed...at the time it popped up, there was no such thing as a registrar transfer).
NetSol had/has processes in place so that it's very difficult to change the registered owner of a domain name; the expedite fee is to get them to make the changes more quickly. Someone mentioned earlier (WXW?) that it was NetSol's attempt to turn a deficiency in their system into a revenue opportunity...rather than just addressing the deficiency. *FIX* the problem?!
