This is actually an OWNERSHIP transfer (e.g., changing the
registrant on the name) rather than a REGISTRAR transfer.
(Hence Bill's comment that it existed long before ICANN
even existed...at the time it popped up, there was no such
thing as a registrar transfer).

NetSol had/has processes in place so that it's very difficult
to change the registered owner of a domain name; the expedite
fee is to get them to make the changes more quickly.

Someone mentioned earlier (WXW?) that it was NetSol's
attempt to turn a deficiency in their system into a revenue
opportunity...rather than just addressing the deficiency.

*FIX* the problem?!  How profitable would *THAT* be??

   That is new to me I guess as I have never seen this practice before. To
me, it just seems to be a way to make more money from someone who does not
know any better and has a big bank account. If a company is proficient, a
transfer would only take a day or so anyway. (Actually - minutes in most
cases ;)  It looks to be a way to make some extra $$ or to get them to stay
and not transfer since the fee is so high.  Or does this practice have some
"Significant" purpose that I am nor seeing?  It a strange thing (Probably
Discourages Transfers Quite a bit..), but one reason that costs are so have
today on items is largely due to "Proficiency" and "Corp. Spending Costs"
and this possibly seems to be an example. If companies would get more
"Efficient" then that in turn should "Cut consumer spending costs" and in
turn consumers would actually feed the economy more. ;)    Okay I'm done...

this...
