As Elliot said it's for changing the Registrant of a domain, not a
Registrar transfer.  With OpenSRS you can do this in real time using
the RWI, but with NSI you need a notarized Registrant Name Change
Agreement signed by both parties.  Their usual processing time on this
is six weeks or more, but for only $199 they'll guarantee to do it
within two business days.

Now that's what I call service.  NOT.
