Thanks. According to page 3 of the proposal, I think OpenSRS resellers
qualify as a group under point 2 of the Procedural Guidelines, namely
"groups of people not associated with DSNO organizations". I think as
long as we fill out the information that was requested (I was missing
precise info as to the objective size of the group), we should be
recognized. If Tucows has some non-confidential data as to the size of
the group, e.g. total number of domains (I can grab that from
SnapNames' "State of the Domain", though) or number of distinct
resellers, that should be an objective measure. 

Other than that, I think all that remains is that we
appoint/annoint/conscript a representative to send out the aggregate
list of questions to Verisign and then receive the answers in a week.
After we get the answers, we can spend a couple of weeks to make a
consensus "response" document to Verisign's proposal (which might
differ slightly from Tucows Registrar, but it seems most everyone is
against WLS so it should be similar). Verisign always says that the
"mainstream" is in favour of WLS. OpenSRS resellers have relationships
with the mainstream, and certainly are a big fraction (20%+ ?) of the
non-Verisign domain registrations. That's a large community that
Verisign is putting on their side by default, when it might be quite
the opposite in reality.
