A modified version of both the RWI and RCL will be available on February 13
which will include the ability to submit pre-registrations of .biz names.  I
am awaiting confirmation from the registry but it is looking like you will
not be charged until the domain is successfully registered.  Resellers will
then have 7 days to put funds in their account.  On the 7th day we will
withdraw funds and move the names from "received" to "completed" in the
status section of the RWI.  Given the limited time period I would advise
charging customers up front - however this is *completely* up to the
individual reseller.
