Hi Aleksander, This is really done "by design" to ensure that a transfer will NEVER cause a domain to cease functioning. I don't know if the registry would even allow it to be "done in one sweep", although presumably OSRS' systems could queue the change and apply it as soon as the transfer is completed.
That said, I still think it's a good idea to do it in two discreet steps. Transferring a domain does not necessarily require adjusting name servers...I'd argue that in the vast majority of cases it doesn't. Could not it be done in one sweep? Or is it really neccessary to do it before/after transfer? I'm still new to this, so... : ) Thanx Aleksandar
