That was not a *registrar transfer* but instead a hosting provider or name server transfer. Quite a bit different. If you were to try to change the nameservers during a registrar transfer, you would have no idea when or even if they would be changed. There are too many factors involved during a registrar transfer. When will the old registrar approve the transfer? What if the old registrar blocks the transfer so you need to try again? A name server change usually implies you are changing hosting providers, so if you attempted to do this all in one shot (registrar transfer and name server change), you would need to mirror the site and all of its services (web, e-mail, database, etc) for who knows how long since you are never sure when the old registrar will let the transfer complete. Also note that the registrar transfer process was designed this way by the registry to keep a little bit of stability during a transfer. This was a big concern during the design phase of registrar transfers (i.e. keeping a site online). Not allowing name server changes during a registrar transfer is a way to make sure the registrar transfer is seemless to the end user of the site's services.
