OK, CIRA has me pulling my hair out again... We have a domain in pending 
queue because the customer's credit card information (address etc.) was out 
of date. After spending considerable time on the phone with this person 
convincing him to go to the bank and update his info so that we can do an 
address verification, waiting days for this to be done while playing phone 
tag with the customer, listening to him gripe at us about how he believes he 
really shouldn't be doing business on the Internet anyway because all this 
fraud prevention stuff is scaring him, finally getting confirmation that the 
info is updated and getting a green light from Visa that the info matches... 
Click "Register Now" in the RWI and it returns: "Domain name is restricted 
to municipal government." 

Now I get to formulate the email that says sorry, we are so incompetant that 
we didn't even realize ahead of time your domain name is not available to a 
Canadian Citizen which is exactly what you put on our order form so we 
should have been able to catch it... Better luck next time! 

My questions: 

1. Why doesn't OpenSRS catch this when the order is placed?
2. Where is the list of municipal restricted .ca names so we can do our own 
checking in the future?
