There IS list of all municipalities published by the Gov't of Canada but afaik it's not free (and actually quite expensive, subscription based) I *did* find something from the Government that has a list of names, but I don't know how accurate this is, and you'll likely have to get permission from the Gov't of Canada to take the information from this site.
