Use RCL to do lookup on .ca domain

response_code 247 means 'Domain name is restricted to municipal
government' and if End User wants to register it, then domain format must
be like <municipal_prefix>.NAME[.CANADA_PROVICE].ca
list of possible municipal prefixes can be found on RWI
There is another similar important <response_code> 246 on lookup request,
and it means Domain name is reserved: names of other level exist.
