Spam is a scam. Spam is also a form of throwing one's garbage onto the
street.

 How?

I get enough spam that it could trigger me into a higher paying category in
my DSL's company new payment plan.

Not only do spammers waste my precious time, now they are going to cost me
extra money each month.  That's a scam.

Shut 'em down.  Charge 'em for every spam scam they do.

There's a fine for littering on the street,
there should be a fine for spamming.
