Sorry Ross... just want to be clear here on exactly what you're saying.
Because you are "a registrar" that means you can contact a domain owner and
request that they provide accurate information and if they don't they would
lose it?

Just wonder what constitutes a lack of response.  Here's a real case in
point.  We've tried to purchase for quite some time a domain that has never
been used (and the last time it was up for renewal it was allowed to go 60
days past the expiry before it was mysteriously renewed at NSI.  Any email
sent to the admin and billing contact (the same email) bounces and there is
no phone number.  The letters sent to the address are never answered so...
how are we to know whether this domain actually has an owner or if NSI is
just hanging onto it?

Are you saying we can petition Tucows to see if they are for real (by asking
for a contact update) and then if there is no response initiate a request
for it to be deleted?  Or when you say "a registrar" did you really mean
"that domain's registrar"?  i.e. if they're satisfied that the person exists
then that's as far as we're allowed to take it?

You see on the other side of the coin I'd be surprised if the domain owner
is under any obligation to respond to another registrar that they have no
contract or dealings with.

Please elaborate.
