"Balance" in what way?  Provide a spare opportunity to get the name they
want?  Piffle.  Do you think it's appropriate for someone to register
"ford.biz" for the Ford Picture Window Corporation, just because
"ford.com" was taken?  It's just an extra pile of confusion -- let them
register "fordwindows.com" instead.

Maybe we need a new TLD like .!$ that non-profits can
migrate to if they want to take advantage of a more regulated space. Over
time, the markets will sort out the winners from the losers and the minor
variances in rules won't much matter - except to whom it should

Deregulation will benefit the Internet namespace in the same ways it's
benefitted air travel and energy.  That is, negatively.
