It is currently in effect. The fee the registry charges is completely controlled and kept by the registry.
The issue for us is that the registry has not offered us an automated way of processing these requests. It is a very manual process (number of hours worth of work internally each domain) to process these orders and can take a number of business days to complete, so unfortunately we have to charge a price above the registry's that at least let's us break even on the effort. Please keep in mind that although the pricing of this service is above standard registrations and renewals, this tool was NOT available a couple of weeks ago and we as well as you would have had to tell every registrant that was unable to renew their domain during the 40 day grace period that they had ZERO options, at least now they have one.
