Please explain how this gives the registrant any benefit at all.

Previously you could either renew from expiry to expiry+40, or register
the domain afresh from expiry+40 onwards. Both at standard price.

Now you can renew from expiry to expiry+40, pay an extortionate fee from
expiry+45 to expiry+75, or wait until expiry+75 and register anew.

The ONLY change I can see from this is that Verisign can now make a
fortune off people who have forgotten to renew or who have been waiting
for expiry in order to 'transfer' a domain by re-registering at a
different register.

Perhaps I am missing something. Please let me know how this is in any way
an improvement.
