This is just bad web design. Some rookie web designer thought it would be prettier if a new window popped up without the usual window chrome.
The email requirement is also a very bad decision. It's not any type of validation (since you can obviously enter anything you like), so has the appearance of being purely for capturing email addresses. I'm guessing that Tucows just put up Bosch's FAQEngine straight out of the box without giving much thought to usability of the interface.
