Netsol stole the idea from godaddy who stole the idea from many others... and I believe godaddy is trying to patent the idea.
You can offer it *today*. You don't need to depend on a registrar to offer it. I haven't looked at Netsol's offer, however it usually works like this. Basically they have an agreement with the registrant that they or their "private registration org" will be listed as the owner and contacts. The "private registration org" will usually filter (to varying degrees) the postal and electronic mail, only passing along legitimate correspondence to the customer.
