The registrars that I'm aware of that offer a privacy option like this simply roll over on the registrant. Sort of defeats the purpose of a blind registration, but it prevents nasty legal fees from piling up.
Depends on the purpose. As I said, our major concern is shielding them from death squads and PATRIOT Act wackos, not spam or lawsuits.
