I think phone and fax is only a minor problem.
Main problem is public listing of email of registrant.

So there are already some registrars which offers clients
dynamic email forwarding, means:
Registrar puts an email changing every 2 or 4 weeks like
[EMAIL PROTECTED] and forwards all emails
to real email of registrant.
This will not prevent spam of course, but will prevent that the real email
of the registrant to be included in spam lists.

That would be a service I would really like to receive from Tucows.
