The answer is it doesn't. The registrant either has to renew at the end of the
current registration period in order to keep the domain, or else surrender as stated above, at any time prior to renewal.
Right. The issue was whether the minimum registration period should be shortened so that domains could go back into the pool more quickly (by expiration) if the registrant ceased to use it.
