I'm glad you recognise I'm so concerned about plagiarism and
misrepresentation. However, I'm also concerned about unnecessary obligations
of attribution or disambiguation, which, among other things, is why I
disagree with the attribution requirement of CC licenses.
 
If Fred's e-mail appeared to be from 'Fred Benenson, Cultural Program
Associate, Creative Commons' then Fred could indeed have needed to clarify
that he wasn't representing CC, but this wasn't the case.
 
Either Fred felt the need to add it on an ad hoc basis, or it's boiler
plate. Either way, I thought I'd make a satirical observation in passing.
Fred evidently thought it an interesting enough observation to reply to,
etc.

Redundant I'll grant you, unnecessary less so, and burden on free speech not
at all.  First, the cost is so minimal (maybe a second or two of Fred's
time) that it could hardly be considered a burden on anything.  Second, and
as somebody so concerned about plagiarism and misrepresentation I think you
could identify with this, the idea of a person taking a second or two to
avoid misrepresentation seems difficult to consider detrimental to freedom
of speech.
