Well, yes.  To an extent, since Freeculture.org sponsors the server, it 
technically belongs to them.  However, freedom being what it is, if that 
is imposed without meaningful input from this list membership, it will 
simply kill this list. Just about anyone here can set up a new email 
list in 20 minutes.  The value of this list, or any other list, is the 
membership; and in particular the 20% who do 80% of the work.  If only 
half of that 20% leave for another list, or just leave, than the value 
of this list is nearly zero and most of the remainder will gravitate 
towards another venue anyway.
