Flash is excellent for creating high-fidelity prototypes quickly and cheaply. It's possible, with ActionScript and XML/flat-file data sources, to replicate the topical functionality of fully-featured applications. I've used these tools to achieve buy-in from the client, depicting a recommended user experience at minimal cost and effort overhead. Plus it's frighteningly simple to integrate video content, and is in fact ideal for such projects.
