I've always believed that "good design" is coming up with a solution that meets the users' desires, fits within the goals of the business, and works within the constraints of the technology. It's only *good* design if it does all three of those. The best designs do those things well.
So, I don't understand how we can say that "good design is usually a good thing, but..." in that context.
