I think that the answer depends on your goals and your audience. So the answer could be either. If you are trying to create a "vision prototype" to convince people to go ahead, you might skin it to look like an "imaginary" product. If you want to test out basic navigation early, you might just use the clickable wireframes with minimal adornment.
