the lines are definitely blurring, but I believe that OS providers do so because they want to take advantage of their proximity tot he OS code in their task oriented applications, that put them at an advantage to other vendors who aren't creating OS. Further, MOST of an OS has little to do with UI, and mostly to do with interfacing to the hardware, and the quality there is a HUGE differentiator. Making that "cross-platform" would be a really bad business move, IMHO.
