Tim,

Workshops at conferences are typically an additional fee. Having both taught workshops and attended them, I can tell you they take a lot of work from the presenters, which is one reason they're not free with the conference.

Every conference I've been to that offered pre-conference workshops charged extra for them. It's pretty standard practice.
