Yes, you need a damping mechanism. 

Time usually works. Like most popular today/this week/all time. Reset
the top list each day (or many times during the day) 

New York Times is an excellent example of this working well. Their
"popular" page: 

http://www.nytimes.com/gst/mostpopular.html

Also, you'll notice they have different types of popularity, like
most emailed, most blogged about. Different ways to cut it up often
show interesting differences.
