Hi Mike - If you're interested in studying in Scandinavia, you should take a look at Copenhagen Institute of Interaction Design http://ciid.dkds.dk/ .
Currently this is a one year course and we have students from all around the world, from many different backgrounds (including non-designers) - some of whom already have Masters and a PhD. We run a very hand-on curriculum via a back-to-back workshop education in topics such as Computational Design, Video Prototyping and Tangible User Interface.
