Don't forget that you also have to have a website with all the info. 
Regulation at its finest ;)

This only pertains to US though. In Europe you just sign up with a 
gateway provider and get your username and password and off you go ;)

Or, if you want to go the SaaS route, you can use an IVR provider that 
can do that for you and all you have to do is listen to the HTTP POST. 
In US we use MTI (messagetech.com) and they are pretty good and fairly 
inexpensive, considering that if you really need this, usually a lot 
more is at stake than a couple of thousand $$ monthly.
