Correct; transactional mails are separate, but also use a different
sending domain.  They're currently signed with a twitter.com DKIM
domain, which is a bug that will be fixed.

If anyone is receiving large volumes of mail from Twitter and has
concerns and wants to reach out to a human postmaster, ping me, I'll see
what we can do to work better with you.
