But the root of the problem is, there are too many people and automated
systems in which *any* kind of mass mailing, regardless of content, gets
you flagged as having a bad reputation.  This is especially fun for things
like emergency alert services.

Also, there are too many people out there who use the "mark as spam" button
to delete messages.
