If you're looking for a Jr level position, go to college job fairs, hire
interns and co-ops, talk to colleges.  Talk to the dept head of the EECS
dept.  If they don't have a dedicated recuiter on staff, they'll know who's
the most effective person to talk to.

Network with Jr level people.  Get all your interns and all your friends'
interns at other companies and local colleges connected on linkedin or
facebook.  All the good Jr level people you know, or anyone knows...
They're friends with other good Jr level people.

Even Jr level people who are out of college tend to keep in touch with their
favorite professors and recruiters, from a year or two ago when they were
still students, especially if the Jr level people out-of-college are now
looking for a new job.
