It is a huge hassle and just as a point of caution allows for inspections with no notice by peace officers.

In terms of making the exception, I think this is just evidence that the rule is unnecessary. If there's one cool 18- person, there are probably more. We'll still do everything on a case-by-case basis, but without the age restriction.
