That's not right at all!  You're on what is referred to as different
subnets.  If your SC server is 192.168.15.2 then your SB should be
assigned a 192.168.15.x IP address.

Something is wrong with your network.  Please describe it in more
detail.  Do you have a modem (cable, DSL)?  Do you have a router?

The fact that they're getting addresses on two different subnets seems
to imply that maybe there are two DHCP servers operating on your
network.  That will screw things up for sure and probably explains all
the network problems you're having.  A DHCP server assigns IP addresses
to devices on your network.  Usually your router does this but your
modem could also be doing this.  If two of them are doing it at the
same time - chaos and devices that can't connect to each other.

A DHCP server will usually assign numbers based on its own IP.  So it
could be your router is at 192.168.15.0 or 192.168.15.1 and is
assigning numbers in the 192.168.15.x range while your modem is at
192.168.2.0 or 192.168.2.1 and is assigning addresses in the
192.168.2.x range.  When your SB asks for an IP address, it's a race
and a fight to get to see which DHCP server assigns the address, and
once it does this, the SB can't access the other portion of the
network.
