1) Subscribe to Uncut Magazine (http://www.uncut.co.uk/) Great reviews every month of new (or at least new to you) and well established artists and a sampler CD. 2) Listen to 97.7 FM WEXT (http://exit977.org/) Independent, public radio from Upstate NY. They are always adding new and local (to me anyway) artists to their playlists. 3) Listen to 90.7 FM WFUV (http://www.wfuv.org/) Public radio from Fordham University. This was my go to radio station when I lived in the city and still tune in regularly because they are constantly finding great new music to listen to.
