This can easily be true. Not from the company's point of view, of course. 
Consider that utterly broken word processor everybody's using... From the 
company's pov this is called a cash cow: little maintenance, lots of revenue. 
And users "have" to pay the price, because there's no competition. Or they 
don't dare say no. Maybe you're still right...
