It sounds like there may be different kinds of subscribers, some of whom want to see lots of healthy debate, and some of whom want to get occasional announcements. Maybe that should be different lists? The problem with moving the long threads off the list is that you run the risk of stifling the debate by reducing the number of participants, or by implying that it may not be of general interest.
