Hi Matthew (et al), Generally, when discussions start to become lengthy and it becomes clear that additional work needs to be done (in this case, developing a separate document of guidelines), we move the discussion to GitHub. This prevents clogging folks' inboxes while allowing more targeted, direct work (e.g., aggregating opinions from many folks in an easily accessible place). I'll attempt to start summarizing previous comments here in that issue as well.
