Hi Atom.

The 3 Products that you mentioned would be the ones I would have 
recommended to you.
I have used Nagios and Cacti combined and I feel the setup was quite 
simple. As far as Zenoss is concerned, I have been using there product  
for over 2 years and can only say great things about it, but I would 
have to agree with you that it is buggy since development is quite rapid.
I feel almost any OpenSource product that you choose to go with that 
integrates both products (metrics and monitoring) will be a steep 
learning curve.
