Nagios doesn't generally use SNMP for most checks. For example, to see
if a web service is running, try connecting to port 80, no SNMP needed.
Of course, some checks are based on SNMP, so your experience may be
different depending on what you want to monitor.
Cacti, on the other hand, is mostly based on SNMP. It does allow you to
combine queries in a single message, up to the UDP message size with a
default of ten OIDs per message.
