Hi Scott
In your target folder, do you have any files highlighted? If you do, press vo-keys+cmd+f4 to deselect it. The reason is due to a difference in the way OS X's paste function works--rather than pasting into the folder you're in no matter what is highlighted, it will attempt to paste the file into whatever folder you have highlighted. If you've got a file highlighted, it can't paste into that, so it does nothing--logically it makes sense to do it this way even if it is sometimes annoying. That is the only time I've seen the behavior you describe.
