I guess the simple answer to that is because Text Edit is a text editor and let's face it, the Preview option as described by Travis is exactly that, its meant as an option whereby you can preview what your printout will look like and its just a nice bonus to be able to save into the PDF format from Preview. I doubt that most people who use Text Edit would be interested in saving to PDF anyway though I am but I have to admit that I probably wouldn't use the facility all that much.
