For whtever it's worth, I installed 10.4.7 this afternoon on a 1.42
GHZ Mac Mini PowerPC and haven't seen this issue. Safari is, and has
been working fine for me since the update first restarted. The
initial boot sequence took a good 5 minutes. But after that it
worked well.
